The drainage works that formed stages 1-4 of this project are now complete.

Charter Street road renewal

With the drainage works nearing completion, the next and final stage of works is the road renewal and accessibility improvements within Charter Street from New Street to Market Street, Ringwood.

These improvements works include:

  • A footpath along the north side and a shared bicycle and pedestrian path on the south side of Charter Street connecting Market Street and New Street
  • New indented parking bays along the south side of Charter Street
  • Kerb and channel reinstatement at the completion of the drainage upgrade works
  • Vehicle crossing widening on the north side of Charter Street and reconstruction of the vehicle crossings on the south side of Charter Street
  • Asphalt resurfacing of Charter Street

The sequence of works will generally be as follows:

  1. Footpath construction and industrial vehicle crossing alterations along the northern side of Charter Street starting at the western end
  2. Concrete kerb and shared user path along the southern side of Charter Street
  3. Industrial cross overs on the southern side of Charter St
  4. Asphalting works

Frequently Asked Questions

Road closures and traffic impacts

To undertake the works safely, the closure of New Street and Charter Street will be required in various stages as the works progress. Local detours will be implemented to facilitate access through the precinct with business access within the works zone to be retained where possible.

Businesses can expect a lower level of direct impact throughout this component of works, with less laydown areas and smaller work zones required to complete the works compared to the previous/current drainage construction work. Impact to vehicle access is expected during the works and will be managed through consultation directly with the impacted occupants to minimise inconvenience.   

It is noted that to facilitate the construction of indented carparking bays on the south side of the road, the effective carriageway width will be reduced from 7.2 metres to 6.0 metres wide. This width will continue to support two lanes of traffic and business vehicle access will be widened (if required) to accommodate existing delivery requirements. The above plan shows the cross-sectional layout of the new carriageway widths compared to the existing roadway.

Asphalting works require the road to be closed in full with no local access being able to be maintained. It is expected that the asphalting works will be completed in one night with access available the next morning. For this reason, works will be completed as night works and businesses further communicated with in advance.

Property access impacts

While property access will generally be retained throughout the works, there will be short periods of time when vehicle access to properties will be restricted whilst being constructed. This will occur during the placement and curing of the concrete kerb and industrial crossover. The contractor will provide advanced notification to business owners regarding these disruptions as works progress. During this time, parking along the unconstructed south side of Charter Street will be available. Where possible and space allows, the contractor will endeavour to maintain access to the businesses by constructing the crossovers in stages.

Waste collection

Council operated general waste, recycling and organic bin collection will continue as normal, where applicable. During times where the road along your property frontage is closed to facilitate specific works, the contractor will arrange to move bins to an appropriate location for collection then return them to properties once collected.

Delivery access

Delivery access will be retained throughout the works except for where construction or alteration of individual driveway crossovers is required. During this time Council will communicate with the individual businesses to make alternative arrangements. Dust control

Dust generation is an unavoidable by-product of road construction activities. While a level of dust is anticipated, it is expected to be significantly less than the drainage infrastructure works. The contractor will endeavour to manage and reduce dust generation through a range of suppression methods including water application, barriers, covers and limiting stockpiling.

Emergency services

Emergency services, including Ambulance, Police, Fire, and the Victorian SES have been notified of the works and they will continue to service the road, if required.

Stage 4 drainage works now complete

As part of Council’s ongoing commitment to reducing the impacts of flooding on properties and the community, Sherbrook Drainage Catchment Upgrades Stage 4 has now been completed. This project formed Stage 4 of the broader Ringwood Metropolitan Activity Centre (RMAC) project with stages 1, 2 and 3 complete.
