Ringwood East Activity Centre Planning Scheme Amendment C96

The Ringwood East Activity Centre Planning Scheme Amendment C96 was gazetted (with changes) by the Minister for Planning on 11 October 2018. The Amendment implements the Ringwood East Structure Plan into the Maroondah Planning Scheme for commercial zoned land.

Amendment C96 implements Clause 9 (Plan Melbourne) of the State Planning Policy Framework, by supporting the concept of a ‘polycentric city’ and a ‘20-minute neighbourhood’ around Ringwood East. The Amendment implements these two concepts by allowing appropriate development in proximity to the neighbourhood centre and train station, supporting the development of improved pedestrian and cycle connections, and providing local employment and services to reduce the need to travel.

The changes

  • Amendment C96 amends Clauses 21 and 22 of the Local Policy Planning Framework, and updates the Municipal Strategic Statement in the Maroondah Planning Scheme. 
  • The Amendment applies a new schedule to the Design and Development Overlay, allowing for expansion of the existing commercial area in the Activity Centre. 
  • The Amendment corrects several zoning and mapping anomalies to reflect the current use of land within the Activity Centre.

The outcomes of the Amendment are expected to have a number of environmental, social and economic benefits for the Ringwood East Activity Centre. These effects include:

  • Supporting the integration of Environmentally Sustainable Design for new developments.
  • Protecting existing canopy trees and requiring new landscaping within developments.
  • Facilitating appropriate expansion and growth of commercial activity, allowing for existing services to be more accessible to planned development.
  • Allowing an appropriate increase of population to support the viability of businesses in the local shopping strip.
