Croydon Major Activity Centre Pedestrian Safety Improvements

Council is working in partnership with VicRoads to reduce the occurrence of crashes due to conflicting road user demands by slowing down vehicles and increasing the prominence of pedestrian crossings.

Main Street proposed works

Pedestrian safety improvement works for the Croydon Major Activity Centre commenced in October 2018, with works expected to be completed in April 2019, with no works occurring during the December Christmas shopping period.

Construction works were broken down into two separate stages, with Stage 1 works involving the two Main Street mid-block zebra crossing locations at San Carlos Walk and near Foodworks, and also the Devon Street / Main Street intersection improvements, with works scheduled to be completed prior to the December Christmas trading period.

Stage 2 works then recommenced on Sunday 14 January 2019 to complete the remaining sites at Main Street / Hewish Road, Main Street / Lacey Street and at the Coolstore Road crossing.

Design plans for Main Street Croydon pedestrian improvement works

To facilitate a safe working environment for the public, it was necessary to implement appropriate traffic controls as the works progress. Traffic control measures included road closures and detours around the works site during night works as required.

The pedestrian safety improvements consisted of:

  • Converting the existing zebra crossings on Main Street, Devon Street and Hewish Road, to raised wombat crossings to assist with slowing down vehicle speeds and increasing prominence of the zebra crossings.
  • Upgrading the existing school crossing on Coolstore Road at the roundabout, by installing a raised wombat crossing, widen the central pedestrian refuge island and narrowing up the traffic lane width of Coolstore road to reduce the crossing distances for pedestrians.
  • Installation of a painted centre median strip on Main Street between Devon Street and Lacey Street will narrow the traffic lanes and reduce traffic speeds on Main Street, whist improving motorist’s awareness and enhance the visibility of pedestrians that choose not to use the zebra crossings. The painted central median strip will not stop vehicles from entering a car space on the opposite side of the road.
  • Installation of a disable parking bay outside No. 2 Hewish Road to provide a space within the western section of Hewish Road and to improve sight distance to the zebra crossing.
  • Installation of new street lighting on Main Street near Pierson Drive and also on Coolstore Road.

Background

The $100 million Safe Cyclists and Pedestrian initiative is funded through the Victorian Government’s Towards Zero 2016/2020 Road Safety Strategy and Action Plan. The plan seeks to reduce the number of lives lost on our roads to fewer than 200, and reduce the number of serious injuries by 15% by 2020.

In alignment with the Safe System approach, road safety improvements such as infrastructure, play a vital role in decreasing crash risk, reducing road trauma and increasing survivability for the people involved. This is particularly important for vulnerable road users such as pedestrians and cyclists, children and the elderly. These community groups are more exposed to these risks in local streets, where we know nine per cent of all road deaths and 18% of serious injuries occur.
