Fraud and Corruption Control Policy

Maroondah City Council is dedicated to upholding the highest standards of integrity, transparency, and accountability in all aspects of its operations. To ensure the protection of public resources and maintain the trust of the community, Council has established a comprehensive Fraud and Corruption Control Policy.

This Policy serves as a guiding framework that outlines Council's approach to preventing, detecting, and responding to instances of fraud and corruption.

Recognising the significance of fraud and corruption control, Council has integrated it as an essential component of its overall risk management framework. This involves actively identifying and minimising potential opportunities for fraudulent and corrupt activities to occur using (but not limited to) the measures below:

  • Acknowledging risk - Fraud and corruption are recognised as serious threats to the effective operations and integrity of Council.
  • Promoting ethical culture and work practices - Council seeks to foster a culture and implement work practices that display behaviour and decision making consistent with Council’s values, which is ethical, and which actively discourages dishonest or fraudulent behaviour.
  • Transparent decision making - Council promotes an environment where standards and procedures are clear and decision-making processes are as open and transparent as possible.
  • Maintaining internal controls - Internal controls, processes and procedures are well documented, reviewed regularly and communicated to Council employees.
  • Regular risk assessment - Council maintains a continuing annual program of risk reviews, internal control reviews, and internal and external audits. Functions with higher fraud potential involve greater scrutiny of controls.
  • Monitoring external risks - Council seeks to remain actively aware of the fraud environment, emerging trends and influences.

By proactively addressing potential fraud and corruption, Council aims to create a secure environment that safeguards public resources and maintains the trust of the community it serves.
