Planning Permit Application

Under the Maroondah Planning Scheme, a planning permit is required for certain uses and/or developments, such as:

  • construct a building or carry out works
  • multi-dwelling development
  • subdivision of land
  • erection of advertising signs
  • office or warehouse use

Applications should be made on the Planning Permit application form and include all information required by the Planning and Environment Act.

Planning Permit application guidelines

Please supply full details of your proposal and as many supporting documents as possible should be supplied with your application. If you do not give enough detail or give a suitable description of the proposal, you will be asked for more information. This will delay your application.

The applicant

  • Give your full name or the name of the company.
  • Give your full postal address and your contact phone number.

The land

Give the street number, street name, suburb and postcode (or lot number/lodged plan number) and attach copy of title.

Attach a plan which includes:

  • the boundaries of the land and their measurements;
  • the street it faces, the nearest intersecting street, the distance from this street and the name of all streets on the plan;
  • the direction of north and the scale of the plan.

If the title shows a Restrictive Covenant on the land, it is necessary to include a copy with your application.

The proposal

Describe fully what you want to do with the land. The application must include a plain English description of the proposal which clearly conveys the nature of the proposal. This will be used in any notice about the application. Attach additional information if there is insufficient room. Briefly describe the current use of the land and any buildings.

Note: Include 3 copies of plans (one copy of A1 plan and two copies of  A3 plans) showing details of the proposed development.

The cost of the development

If a permit is required to develop land, you must give the estimated cost of the development. This is used to assess the amount of fee you will have to pay.

"Development" refers to the buildings and works you intend to construct on the land. If no buildings or works are proposed and you only intend to change the use in an existing building or on the land, then the fee applicable is for a change of use.

The Metropolitan Planing Levy (MPL) is a Victorian State Government fee that applies to developments with an estimated cost of more than $1,013,692.16. If your estimated cost of development is more than $1,013,692.16, please visit The State Revenue Office for further information.

Payment of fee

  • Payment of the relevant fee should be included with the application. The application will be deemed incomplete if payment is not included.
  • Payment in person can be made by cash, EFTPOS or credit card.
  • Payment by mail can be by cheque or money order, made payable to Maroondah City Council.

Processing of application

From receipt of an application, the normal processing time for assessment of the proposal under set guidelines of the Maroondah Planning Scheme is 8-10 weeks. Where advertising of a proposal is required, this will extend the period by 2 weeks. Council is also required to refer certain applications to Service Authorities (Water, Gas etc.) which may take 3-4 weeks.This information is for guidance only and further discussions should occur with Council Officers regarding application requirements.

Note to building surveyors:

Before a building surveyor issues a Building Permit, they should check if a Planning Permit is required. If written confirmation is required, apply using a Planning Information Request.
